Chop the onion and the fennel bulbHeat the butter and add the onion and the fennel bulbAdd pepper and celery seeds to the mixture and cookAdd the flour and stir it into the mixtureBefore they brown, add the tomatoesMash them with a potato masherAdd water (vegetable stock or wine)Let everything boil for about 40 minutesTaste, add tomato paste, salt and sugar as required
